A leading infrastructure proponent in Northern Queensland was preparing for the execution of a multibillion-dollar transmission project. As part of their forward-leaning project strategy, they sought to establish clear, scalable information management practices that would align with modern digital delivery expectations and facilitate seamless engagement with Tier 1 contractors.
THE CHALLENGE
With a complex supply chain and significant vendor engagement ahead, the project team identified the need for a formalised framework to manage the flow of project information. There was an opportunity to uplift document governance, improve alignment across systems, and ensure contractors had a consistent and well-understood model for deliverable submission and review across the project lifecycle.
APPROACH
The engagement focused on refining the Principal’s Information Requirements (PIR) documentation to reflect not only contractual expectations but also the intended use of systems and standards across the project. A detailed review of the draft SDRL and associated process architecture was undertaken, followed by mapping exercises to connect each information requirement with the responsible system and team capability. The intent was to clarify what needed to be delivered, by whom, in what format, and through which platform.
SOLUTION
A structured, systems-aligned PIR was developed, explicitly linking project document deliverables with the Supplier Data Requirements List (SDRL). This provided vendors with a use-case-led view of expectations and clarified the relationship between document deliverables and the project’s digital ecosystem. A supporting capability map was included to demarcate ownership of key project functions between the owner and supplier, underpinning a common data environment approach.
IMPACT
The final framework established a clear foundation for digital project delivery and set expectations for structured information exchange. It enabled early alignment between owner and supplier teams, supported the enforcement of contractual requirements, and prepared the project for consistent execution across a multi-year build.
